How You Can Make a Difference

The Construction Officer will report to the Project Manager in the Health Section and play a vital role in coordinating all construction-related activities. You will be responsible for planning, procurement support, technical documentation, quality assurance, and on-site monitoring to ensure projects deliver tangible results for children while meeting the highest standards.

Key Responsibilities

  • Prepare design and technical documentation, including drawings, Bills of Quantities (BOQ), and specifications, while considering emergency contexts and resource constraints.
  • Support the procurement process, including tender document preparation, bid evaluation, and establishment of Long-Term Arrangements (LTAs).
  • Conduct regular site visits for monitoring and supervision of construction works, ensuring quality control, health & safety compliance, and adherence to timelines.
  • Manage risks, variation orders, contract administration, and payment certifications throughout the project lifecycle.
  • Collaborate with UNICEF Programme, Supply, and Operations teams, as well as Government counterparts, to align construction interventions with programme goals.
  • Ensure all designs and works comply with national regulations, UNICEF standards (including child-friendly, accessibility, and green building principles), and international best practices.
  • Contribute to the annual construction work plan and provide technical support during emergency responses.

Minimum Requirements

  • Education: First university degree in Structural Engineering, Civil Engineering, Construction Management, Architecture, or a related technical field. Specialization in Structural Engineering is highly desirable.
  • Experience: Minimum of 2 years of progressively responsible professional experience in construction project management, structural design, supervision, and contract management.
  • Proven experience in preparing/reviewing structural designs, BOQs, tender documents, and using engineering software (e.g., AutoCAD, structural analysis tools).
  • Experience working in emergency, fragile, or resource-constrained environments is an advantage.
  • Strong knowledge of building codes, procurement processes, quality assurance, and stakeholder coordination.
  • Excellent communication, planning, and problem-solving skills.
