Background

Nigeria remains one of the countries with the highest maternal mortality rates globally, recording an estimated 75,000 maternal deaths annually. Challenges such as inadequate healthcare infrastructure, shortages of skilled birth attendants, limited access to quality maternal healthcare services, and financial barriers continue to impact maternal and newborn health outcomes.

To address these challenges, Nigeria has been identified as a priority country under several global maternal health initiatives, including the 10 Million Safer Births Initiative (10MSBI). The country also benefits from strong political commitment towards strengthening midwifery services and improving access to reproductive health commodities.

Purpose of the Consultancy

The National Advocacy Analyst will support efforts aimed at increasing domestic investments and strengthening policy commitments for maternal and newborn health. The successful candidate will help advance midwifery models of care, improve access to reproductive health commodities, and promote sustainable financing for maternal healthcare services across Nigeria.

Key Responsibilities

Advocacy Strategy Development and Implementation

• Develop and execute national advocacy plans aligned with maternal and newborn health priorities.
• Support implementation of evidence-based advocacy initiatives using SMART Advocacy methodologies.
• Track policy reforms and financial commitments related to maternal and newborn healthcare.
• Engage key stakeholders across government ministries, parliament, professional associations, and development partners.

Strengthening Midwifery Models of Care

• Support the development and implementation of a national midwifery strategy and roadmap.
• Coordinate activities related to midwifery investment case development.
• Promote integration of maternal and newborn health priorities into national health policies.
• Facilitate the adoption of digital learning platforms for midwifery training and professional development.

Maternal and Newborn Health Commodity Advocacy

• Develop advocacy strategies aimed at improving access to essential maternal and newborn health commodities.
• Promote sustainable financing mechanisms for reproductive health products and services.
• Support policy initiatives that improve affordability and accessibility of maternal healthcare.

Partnership Building and Stakeholder Engagement

• Collaborate with government institutions, civil society organizations, donors, and professional associations.
• Facilitate policy dialogues and advocacy meetings with key decision-makers.
• Support coalition-building efforts to advance maternal health investments and reforms.

Monitoring and Reporting

• Develop advocacy monitoring frameworks and performance tracking tools.
• Prepare periodic progress reports and advocacy updates.
• Document achievements, policy commitments, lessons learned, and best practices.

Duty Station

The consultant will be based at the UNFPA Country Office in Abuja, with occasional travel to project locations and selected states across Nigeria.

Qualifications and Experience

• Postgraduate Degree in Public Health, International Relations, Social Sciences, Communications, Public Policy, Journalism, Public Relations, or a related field.
• Minimum of two years of relevant experience in advocacy, policy analysis, public affairs, stakeholder engagement, or strategic communications.
• Experience designing and implementing evidence-based advocacy campaigns.
• Knowledge of maternal and newborn health, reproductive health, or health financing issues will be an advantage.
• Experience working with government agencies, international organizations, NGOs, or civil society organizations.
• Excellent analytical, writing, communication, and coordination skills.
• Strong organizational and project management abilities.
• Proficiency in Microsoft Office applications and digital collaboration platforms.
