The Board is responsible for regulating, coordinating, and ensuring effective implementation of local content policies within Nigeria’s oil and gas sector. Through its mandate, NCDMB promotes capacity development, compliance with industry standards, and sustainable growth across the energy value chain.

Role Overview

The Construction Site Lead III will oversee daily construction department activities, ensuring operational efficiency, safety compliance, and adherence to engineering and maintenance standards. The role involves supervising personnel, coordinating contractors, managing maintenance systems, and supporting offshore construction operations aligned with company and statutory requirements.

Key Responsibilities

  • Manage daily administrative activities within the construction department.
  • Ensure personnel and contractors operate safely and in compliance with approved safety procedures.
  • Report operational incidents, hazards, and non-conformities promptly.
  • Maintain safety, health, and welfare standards for all construction team members.
  • Support workforce planning and competency development initiatives.
  • Ensure adherence to technical and operational integrity standards.
  • Assist in preparing and maintaining operational budgets.
  • Coordinate communication between contractors, offshore teams, and internal departments.
  • Provide clear operational updates through meetings, handovers, and performance briefings.
  • Raise purchase requisitions and confirm accurate delivery of equipment and materials.
  • Manage Maintenance Management System (MMS) and Maximo inputs for maintenance activities.
  • Supervise construction and fabrication maintenance work to ensure compliance with company procedures.
  • Ensure proper maintenance and storage of tools and equipment.
  • Verify training certifications remain valid for all construction personnel.
  • Serve as offshore focal point during shutdowns or planned outages.
  • Coordinate execution of work plans with onshore engineering teams.

Qualifications & Experience

  • Bachelor’s Degree in Engineering, Construction, or a related discipline.
  • Minimum of ten (10) years’ experience in oil and gas construction supervision.
  • Experience working on offshore or onshore oil installations, preferably FPSO operations.
  • Approved Mechanical Engineering qualification or equivalent professional experience.
  • Combined Offshore Survival, Fire Fighting, and HUET certification.
  • MIST or IMIST certification.
  • Valid Oil & Gas Offshore Medical Certificate.
  • Certificate of Fitness for Emergency Response Team participation.
  • Experience on FPSO operations; BONGA FPSO experience is an added advantage.
  • Possession of valid industry certifications such as BOSIET and OSP.
